About the LEZ
LEZ stands for Low Emission Zone: a designated area of Almaty where vehicle emissions are monitored to improve air quality.
The project aims to reduce air pollution from transport, limit its impact on residents’ health and improve the urban environment. It also encourages the use of lower-emission transport, including electric vehicles.
The operator is Almaty Parking, a municipal enterprise under the Almaty Department of Traffic Organisation and Passenger Transport. Its website cites city government Resolution No. 1/119 of 25 February 2026 as the basis for its appointment. LEZ.kz is an independent information project and is not the website of the city government or the zone operator.
The general city requirements are set out in the Atmospheric Air Protection Rules approved by Almaty Maslikhat Decision No. 272 of 30 December 2025. According to the operator, the zone boundaries were established by city government Resolution No. 2/267 of 28 April 2026. The zone lies south of Bogenbai Batyr Street, north of Abai Avenue, east of Zheltoksan Street and west of Dostyk Avenue. The LEZ.kz diagram shows the relative position of these boundaries and is not to scale. Use the operator’s official map and installed road signs to determine whether a particular road section is within the zone.
Dates and entry rules
The city government’s current guidance states that there are no LEZ entry charges, movement restrictions or penalties specifically for entering the zone at this stage. The operator specifies 8 January 2027 as the start of entry based on a passing examination result. General vehicle-condition requirements and liability for exceeding emissions limits continue to apply.
The operator identifies two stages. Entry notifications are provided for from 1 June 2026. From 8 January 2027, entry is permitted only with a positive technical examination result confirming compliance with emissions limits; vehicles without confirmed compliance will be subject to restrictions on operation within the zone.

An emissions examination is a measurement service provided by a testing station. Paying for the service does not replace a positive result and is not payment for permission to enter the LEZ.
For private M1 passenger cars not used for business activities in road transport, annual mandatory roadworthiness inspection is prescribed once the vehicle is more than seven years old, including its year of manufacture. This is an inspection-interval rule. The LEZ entry condition from 8 January 2027 is a separate matter: a vehicle’s age alone does not establish that its actual emissions meet the limits.
A fully electric vehicle without an internal combustion engine has no exhaust gases and does not undergo an exhaust-gas measurement. A hybrid has an internal combustion engine; its emissions are examined according to the engine type. A hybrid should not be treated as a fully electric vehicle.
The operator’s published entry conditions do not specify a separate exemption based on where the owner lives or where the vehicle is registered. Vehicle emissions examination
An emissions examination measures pollutants in a vehicle’s exhaust and assesses compliance with the applicable limits. Measurements are carried out at an accredited station using the appropriate equipment. Exhaust toxicity is checked for petrol and gas-powered vehicles; smoke opacity is measured for diesel vehicles.
No. The mandatory roadworthiness inspection assesses the vehicle’s overall technical condition, while the emissions examination has a separate environmental measurement purpose. The city government states that the emissions examination does not replace the inspection and is not a component of it. Both procedures can be completed during one visit to an accredited station offering the relevant services.
Paragraph 74 covers passenger cars in category M1, buses in M2 and M3, goods vehicles in N1, N2 and N3, and category L motorcycles operated in Almaty. The engine determines the measurement: exhaust toxicity for petrol and gas, smoke opacity for diesel.
An early examination is not required. If the roadworthiness inspection was completed before 1 September 2026, its document remains valid until the stated expiry date. You do not need to repeat that inspection or obtain an early emissions examination solely because the new procedure has been introduced. Allow for the examination when your next scheduled inspection becomes due.
Emissions examinations are available at accredited stations equipped with certified instruments and connected to the unified system. Regular roadworthiness inspections remain available at operating inspection centres. At an accredited station offering both services, the vehicle owner may complete the roadworthiness inspection and emissions examination during the same visit.
Petrol and gas vehicles are measured for CO, carbon monoxide, and CH, unburned hydrocarbons. For categories M and N, the official CH limits are 100, 400 or 1,200 ppm depending on regulatory group and exhaust after-treatment. Diesel testing measures the smoke-opacity coefficient k rather than PM2.5 or PM10 mass directly. The procedure follows ST RK 1433-2023; Appendices 2–3 to the Monitoring Rules set the numerical limits.
The exhaust system should be intact, functional and free from leaks. The operator’s requirements specifically address exhaust-system damage and illuminated or flashing fault indicators, including Check Engine. If these conditions are present, arrange diagnosis and remedy the underlying fault before the examination. Confirm the appointment time and required documents with the station before visiting.
Obtain the measured values and identified non-compliances. Arrange diagnosis and repairs to address the exceedance, then agree a repeat examination. Vehicle age and a Euro-class label do not replace a passing measurement result.
An emissions examination result is valid for 12 calendar months from the date of the test (paragraph 76 of Almaty’s Air Protection Rules). This is the validity of the emissions result; mandatory roadworthiness inspection intervals are set separately.
An electronic examination report is created after the test. The information is entered in an electronic register and retained in the specialised system for at least three years (paragraph 75). Check the vehicle details, date, measured values and conclusion. The station will explain how to obtain a copy or extract of the report.
Have the vehicle registration certificate ready to identify the vehicle. If you are also undertaking a mandatory roadworthiness inspection and use gas equipment, prepare its periodic test and safety-conformity documents. Keep previous measurements if returning after repairs. Confirm the final document list for your selected procedures when arranging the visit.
Agree the appointment time, test duration and repeat-examination charge with the station before visiting. Following a failed result, repair the identified faults and present the vehicle for repeat measurement. Charging rules for repeat roadworthiness inspections should not automatically be applied to an emissions examination.
