About the LEZ
A Low Emission Zone (LEZ) is a designated area where measures to control transport emissions are introduced. The Almaty project establishes a system for monitoring vehicle emissions within its boundaries. From 8 January 2027, entry to the LEZ is permitted only with a positive technical examination result confirming compliance with emissions limits. Vehicles without confirmed compliance will be subject to restrictions on operation within the zone.
The project aims to reduce air pollution from transport, limit its impact on residents’ health and improve the urban environment. It also encourages the use of lower-emission transport, including electric vehicles.
The operator is Almaty Parking, a municipal enterprise under the Almaty Department of Traffic Organisation and Passenger Transport. Its website cites city government Resolution No. 1/119 of 25 February 2026 as the basis for its appointment. LEZ.kz is an independent information project and is not the website of the city government or the zone operator.
The general city requirements are set out in the Atmospheric Air Protection Rules approved by Almaty Maslikhat Decision No. 272 of 30 December 2025. According to the operator, the zone boundaries were established by city government Resolution No. 2/267 of 28 April 2026. The zone lies south of Bogenbai Batyr Street, north of Abai Avenue, east of Zheltoksan Street and west of Dostyk Avenue. The LEZ.kz diagram shows the relative position of these boundaries and is not to scale. Use the operator’s official map and installed road signs to determine whether a particular road section is within the zone.
Dates and entry rules
The operator identifies two stages. Entry notifications are provided for from 1 June 2026. From 8 January 2027, entry is permitted only with a positive technical examination result confirming compliance with emissions limits; vehicles without confirmed compliance will be subject to restrictions on operation within the zone.
From 1 June 2026, the first stage provides for notifications when a vehicle enters the zone. This date appears in the schedule published by operator Almaty Parking.
From 8 January 2027, entry is permitted only with a positive technical examination result confirming compliance with emissions limits. Vehicles that have not been examined and have not confirmed compliance will be subject to restrictions on operation within the zone. If the result is negative, faults should be rectified and a repeat examination completed.

An emissions examination is a measurement service provided by a testing station. Paying for the service does not replace a positive result and is not payment for permission to enter the LEZ.
Vehicle emissions examination
An emissions examination measures pollutants in a vehicle’s exhaust and assesses compliance with the applicable limits. Measurements are carried out at an accredited station using the appropriate equipment. Exhaust toxicity is checked for petrol and gas-powered vehicles; smoke opacity is measured for diesel vehicles.
No. The mandatory roadworthiness inspection assesses the vehicle’s overall technical condition, while the emissions examination has a separate environmental measurement purpose. The city government states that the emissions examination does not replace the inspection and is not a component of it. Both procedures can be completed during one visit to an accredited station offering the relevant services.
The city guidance identifies vehicles powered by petrol, gas and diesel. From 1 September 2026, the examination is required when the next scheduled roadworthiness inspection becomes due.
An early examination is not required. If the roadworthiness inspection was completed before 1 September 2026, its document remains valid until the stated expiry date. You do not need to repeat that inspection or obtain an early emissions examination solely because the new procedure has been introduced. Allow for the examination when your next scheduled inspection becomes due.
Emissions examinations are available at accredited stations equipped with certified instruments and connected to the unified system. Regular roadworthiness inspections remain available at operating inspection centres. At an accredited station offering both services, the vehicle owner may complete the roadworthiness inspection and emissions examination during the same visit.
Petrol and gas-powered vehicles are assessed for exhaust toxicity, including CO and CH concentrations in the applicable measurement modes. Diesel vehicles are assessed for smoke opacity. The city government identifies ST RK 1433-2023 as the relevant standard. Applicable limits depend on vehicle characteristics and the requirements of the examination method.
The exhaust system should be intact, functional and free from leaks. The operator’s requirements specifically address exhaust-system damage and illuminated or flashing fault indicators, including Check Engine. If these conditions are present, arrange diagnosis and remedy the underlying fault before the examination. Confirm the appointment time and required documents with the station before visiting.
The model year or stated emissions class alone does not confirm that actual emissions meet the limits. After a failed test, obtain the measured values and details of the non-compliance, arrange the necessary diagnosis and repairs, then agree on a repeat examination. The next LEZ stage envisages admission based on a passing result; repeat-testing arrangements and charges should be confirmed with the station.
Prices and station enquiries
Under tehosmotr.asia prices, a standalone emissions examination costs KZT 5,000. When undertaken alongside the mandatory roadworthiness inspection, the emissions examination costs KZT 3,500. These are the station’s emissions-testing prices. The new service will become available after accreditation is completed.
KZT 3,500 covers the emissions examination when it is undertaken alongside the mandatory roadworthiness inspection at the station. It is not the total price for both procedures. The mandatory roadworthiness inspection is charged separately; confirm the total for the services you select when contacting the station.
tehosmotr.asia is undergoing accreditation for vehicle emissions examinations. Appointments for this service will begin after accreditation is completed.
