The Rules were approved by Almaty maslikhat Decision No. 272 of 30 December 2025. Paragraphs 53–54 link LEZ access to confirmed emissions compliance and environmental class. Paragraphs 61–76 govern the examination process, recording of results and their validity.
When the requirements apply
Paragraph 2 of the decision sets different commencement periods. In particular, paragraphs 40, 53 and 75 are scheduled to take effect one calendar year after first official publication. The LEZ operator specifies 8 January 2027 as the start of entry based on a passing examination result. The adoption date is not the commencement date of every restriction.
Vehicle categories covered
Paragraph 74 covers passenger cars in category M1, buses in M2 and M3, goods vehicles in N1, N2 and N3, and category L motorcycles operated in Almaty. The engine determines the measurement: exhaust toxicity for petrol and gas, smoke opacity for diesel.
How long the result is valid
An emissions examination result is valid for 12 calendar months from the date of the test (paragraph 76 of Almaty’s Air Protection Rules). This is the validity of the emissions result; mandatory roadworthiness inspection intervals are set separately.
How results are recorded
An electronic examination report is created after the test. The information is entered in an electronic register and retained in the specialised system for at least three years (paragraph 75). Check the vehicle details, date, measured values and conclusion. The station will explain how to obtain a copy or extract of the report.
