Article 206 establishes the general legal basis for air protection requirements. Paragraph 3 permits local representative bodies, in agreement with the authorised environmental body, to introduce special environmental requirements where air-quality standards are not met.
What the city can regulate
Paragraph 3 expressly covers certain aspects of road-vehicle operation, the organisation of low-emission zones and identification of breaches of special environmental requirements. Almaty’s Air Protection Rules were adopted on this basis.
