The city government’s emissions-monitoring powers

Subparagraph 9-28 of Article 4 of the Law on the Special Status of Almaty gives the city government the power to develop and approve rules for monitoring emissions from road vehicles.

How this relates to examinations

The emissions monitoring rules were approved under this power by Resolution No. 1/191 of 21 February 2025. They define covered categories, preparation and measurement procedures, and comparison of environmental class with manufacturing year.

Where driver obligations are specified

The special-status law defines the city’s competence. Specific access and examination conditions are set out in the city Air Protection Rules, monitoring rules and the operator’s published conditions.
